and slow isn\u2019t all that\u2019s wrong.<\/strong><\/p>\n by 卡塔尔世界杯常规比赛时间 research<\/em><\/p>\n victims of identity theft suffer plenty enough without the irs making a rotten situation worse.<\/p>\n but that\u2019s what\u2019s been happening.<\/p>\n <\/p>\n the national taxpayers advocate\u2019s 2024 annual report to congress says, \u201cthese victims are still experiencing unconscionable delays waiting for the irs to process their returns and pay their refunds with no immediate resolution in sight.\u201d<\/p>\n congressional concerns<\/strong><\/p>\n how unconscionable? how about an average of 556 days \u2013 nearly 19 months \u2013 to process a case and issue a refund? and that\u2019s an average. it means some taxpayers wait longer than that.<\/p>\n it\u2019s gotten so bad that even congress has raised concerns! at a hearing on the irs budget, commissioner danny werfel said the irs was planning to study slow identity theft victim assistance (idtva) cases and possible solutions.<\/p>\n to which nta erin collins says, \u201cit is time for the irs to stop studying the problem and fix it.\u201d<\/p>\n financial trauma<\/strong><\/p>\n while these systemic delays are merely infuriating to middle-class taxpayers, they can be a terrible burden to those of lower incomes, who comprised an estimated 64 percent of all unresolved idtva cases in 2024. of those, 62 percent suffered economic hardship as they awaited their refunds.<\/p>\n it should be no surprise that the poor suffer more than everybody else. it doesn\u2019t take much to throw them into long-term, self-perpetuating financial trauma. they may lose housing. they may go bankrupt. they may end up needing to borrow money, often as not taking out high-interest short-term loans, often being enticed into a scam.<\/p>\n bad flags<\/strong><\/p>\n the victims of identity theft aren\u2019t the only ones who suffer. many legitimate returns are mistakenly flagged as possibly fraudulent.<\/p>\n how many\u2019s many? in 2024, nearly 1.9 million returns were flagged as of february 29. if 2024 was as bad as 2023, 54 percent of those flags were erroneous. nonetheless, they were all shunted into the taxpayer protection program.<\/p>\n then it\u2019s up to the taxpayers to confirm whether the return is really theirs.<\/p>\n and that\u2019s not easy.<\/p>\n the irs sends one (and only one) letter to a given taxpayer to begin the verification process. taxpayers who do not receive the letter have no idea why they aren\u2019t receiving their refund. the case lies dormant until the taxpayer takes action.<\/p>\n many undeliverable letters bounce back to the irs, which takes no further action. there is no attempt to locate the taxpayer. the irs doesn\u2019t even keep track of how many letters bounce back.<\/p>\n taxpayers who receive and read the tpp letter are often confused about the authentication process. this is especially true of such lower-income demographic groups as the elderly, the disabled, the ill, the functionally illiterate, and non-english speakers.<\/p>\n those who receive and understand the letter must file an affidavit with the idtva. the idtva does not inform the taxpayer that the affidavit has been received. if the case is cleared within 30 days, a refund is sent. if not, no information is sent until the idtva determines that the case is indeed identity theft.<\/p>\n in november 2024, the irs was processing affidavits it had received in august 2023.<\/p>\n some of the delay results from idtva specialists being moved to functions of higher priority, such as answering phones. when they are replaced, the newbies are less experienced and therefore less efficient.<\/p>\n how to fix it<\/strong><\/p>\n the nta has been telling congress about this problem for years. some improvements have been made, but the processing of idtva cases grows consistently longer.<\/p>\n here\u2019s what the nta recommends:<\/p>\nmore: <\/b>check these 41 items on business tax returns<\/a> | irs must speed up tax return processing<\/a> | first tax filing reports are in<\/a> | cut down your tax work in progress<\/a> | steve yoss: unlocking business insight with power bis | quick tax tip<\/a> | more than 1 million erc claims still not processed<\/a> | art werner: the godfather and tax issues | quick tax tip<\/a> | advanced tax preparers need managing, too<\/a> | the top ten problems the irs still needs to fix<\/a>
