to the frustration of millions of american taxpayers, the internal revenue service, until recently, has accepted payments only with 19th-century technology.

\nbut that\u2019s changing. skipping the 20th century and diving right into the 21st, the irs has committed itself to modernizing its payment systems. over the next three years, individuals, businesses, tax professionals and payroll processors will become able to make, manage and view payments online and by phone.<\/p>\n

four projects<\/strong><\/p>\n

four key projects are planned.<\/p>\n

1. enable payments through online accounts.
\n<\/strong><\/p>\n

taxpayers and third parties will be able to establish online accounts and make payments by bank account, credit or debit card, or digital wallet.<\/p>\n

2. improve and expand guest payments.<\/strong><\/p>\n

a taxpayer will not need to open online accounts. the individual will be able to pay as an unregistered \u201cguest.\u201d<\/p>\n

3. give options to pay over the phone<\/strong> through irs employees and even on automated phone lines. taxpayers will also be able to walk into a taxpayer assistance center and plunk down cash on the barrelhead.<\/p>\n

4. provide payment options to taxpayers overseas.<\/strong> individuals will be able to make and receive payments in foreign currencies through foreign bank accounts.<\/p>\n

the timetable<\/strong><\/p>\n

it will take the irs a while to implement these projects.<\/p>\n

in 2023<\/strong>, online accounts are being expanded so taxpayers can schedule payments, cancel scheduled payments and save bank information.<\/p>\n

in 2024<\/strong>, payments will be possible through business online accounts and tax pro accounts, and direct pay enhancements will be implemented. payments through irs employees \u2013 in person or over the phone \u2013 will be launched.<\/p>\n

in 2025<\/strong>, tax pro and business online accounts will be enhanced to allow batch payments, and managing bank information.<\/p>\n

in 2026<\/strong>, integrated payment capability by credit card and digital wallet will be developed.<\/p>\n

however \u2026<\/strong><\/p>\n

successful implementation of these miracles, however, is contingent on the irs giving employees a centralized information system and the analytical and communication tools they need to resolve issues quickly. this will happen over the course of two or three years.<\/p>\n

success will also depend on the irs implementing and constantly upgrading cybersecurity to defend massive amounts of personal, financial and banking data.<\/p>\n

development of all of the above will have to go hand in hand with the capability to provide taxpayers, practitioners and emloyees with<\/p>\n
