the smallest refunds went to taxpayers in maine and vermont.

compared to this year, as of the last week in february, the irs had issued 41 million refunds, down from 46 million in the same year-ago period. refunds issued so far in 2017 total $127 billion, averaging $3,071. of course, that number usually slips as the season progresses.

and tax professionals already know that 2017 differs from last year in a number of important ways. the irs is enforcing a slowdown in payouts due to fraud issues related to the earned income tax credit and the additional child tax credit.
